The charter provides a wide latitude of flexibility so that the Foundation can consider, encourage, and approve a variety of requests and process the requests quickly. Another primary advantage is that, if the purpose designated by an individual donor becomes outdated or impossible to fulfill, the Foundation may be given the authority to allocate the funds to some similar but more current public use. The aim is to prevent the waste of benevolent funds that have become obsolete with the passing of time.
